Thanks for hard working on editing. However, I feed like the last paragraph is not edited approrpiately. Could you check it again? For example, 

Based on ____’s report, New York was one of five states most frequently involved with foodborne illness outbreaks of ethnic foods; and risks originating from restaurants were the highest number of violations associated with higher risks. With its high ethnic diversity, New York had the second highest number of violations leading to foodborne illness outbreaks related to ethnic foods. This project will recruit ethnic restaurants to conduct the research in New York City.
